Duration of the activities: January 2009 – January 2011

Overall objectives:

To introduce Community Learning Centers Programme into schools in Krasnoyarsk region.

Specific objectives:

1. To raise awareness of school teams on project designing and implementation through community-based learning

2. To assist schools in establishing and functioning of Community Learning Centers

3. Raise students’ involvement in school and community life

4. To provide information support

  • Social-Educational Association “Educator” (Poland)

 

Target groups – students of higher secondary school grades, teachers/school administrations.

 

Final beneficiaries - schools and staff, local community, parents, local authorities.

 

Estimated results:

  • Students acquired theoretical knowledge and practical skills.

  • Coordinators trained to supervise the programme at schools.

  • Consultation support for experimental schools organized.

  • Coordinators improved managerial skills to manage Centers.

  • Conditions provided to exchange experience and network interaction.

  • Students acquired first-hand experience on project designing and solving socially significant problems.

  • Interested partners involved into operation of the Center.

  • Raised information awareness (school and community) on project implementation and results.

 

Main activities:

  • Working meeting of partners and preparation of methodical manuals.

  • Selection of experimental schools and signing partnerships agreements with education departments.

  • Initial survey to determine the level of teachers’ qualification and students’ knowledge.

  • Inception workshop for coordinators of Community Learning Centers Programme in schools.

  • Development of training programme for school teams, first training session for school teams.

  • “Community Mapping”: school teams will assess community needs and opportunities and define the problems.

  • Second training session for school teams.

  • “We and Community”: school teams will design social projects and implement them in local communities.

  • Training for coordinators and tutors on Center management.

  • “We and Community: Doing Together”: each school team will engage community members to choose a problem vital for the community, develop and implement a project to solve the problem.

  • Study visit: project team will get in touch with youth centers within Siberian regions and choose one to visit.

  • Best Center: project team will prepare tender documents to assess efficiency of the Centers, the best Center will be chosen.

  • Festival: at the Festival schools will make presentations of the work; give master-classes and workshops for each other, exchange experience.

  • A brochure will be prepared and published; it will cover success stories, implemented projects.

 

 

Assessment of the results of the Action

According to our assessment and feedback of the foreign partners of the project and participants the objectives were met. The results are as follows:

  • Students acquired theoretical knowledge and practical skills.

  • Coordinators trained to supervise the programme at schools.

  • Consultation support for experimental schools organized.

  • Coordinators improved managerial skills to manage Centers.

  • Conditions provided to exchange experience and network interaction.

  • Students acquired first-hand experience on project designing and solving socially significant problems.

  • Interested partners involved into operation of the Center.

  • Raised information awareness (school and community) on project implementation and results.

 

12 of 14 schools continue active realization of the Community Learning Centers programme in their young people and expand the coverage ratio of young people. 2 schools are not so active due to the fact that teachers involved into the programme realization left schools for other organizations, our trainers contact these schools monthly to assist newcomers to adopt the programme.

 

There were difficulties during the implementation of the action and with the operation of Community Learning Centers in schools. The action was complex and demanded commitment of the project team and school teams. Every school had its own way of developing Community Learning Center and its own difficulties but at the same time there were common difficulties we had to address.

 

The difficulty that influenced the school activities/projects was influenza virus infection epidemic. For a period of time in winter-spring 2010 the schools were closed and mass activities were forbidden. So the school teams have to change their plans of activities and postpone events for later dates. Some projects were shortened, some project ideas were changed. The low winter temperature also influenced the time scales. We should say that school teams were trying hard to find the best ways in the situations and we consulted every team.

 

We should also mention low motivation of a number of young people, the reason of this is probably the fact that teachers did not allow pupils the opportunity to tackle issues of concern. It appears that schools have taken easier options with safe activities that do not challenge or attempt to address any uncomfortable issues in the community or which may affect the children. We know from our experience that it takes time to build the confidence and the skills of teachers to a point where they feel sufficiently confident to allow pupils to be in the lead. Special efforts were made to build the skills and confidence of teachers and help them motivate young people.

 

The difficulties mentioned above did not prevent meeting the objectives of the actions, the project team and partners together looked for the ways to adopt the project schedule and give the best advice to school teams.

 

Thanks to the implementation of this project school teams raised awareness on project designing and implementation through community-based learning, schools were assisted in establishing and functioning of Community Learning Centers, students’ involvement into school and community life was raised and information support was provided. The feedback from schools showed that the programme improved school-parents-community links, involved young people in community projects, young people have greater responsibility for own actions, interaction between teachers and students become more informal.

In general the Community Learning Centers Programme assisted the democratization processes in schools and their communities.

 

Publications

The following publications were produced during the Action:

  • A set of methodical materials: 2 parts of the activity book for students and 2 parts of the methodical manual for teachers, total number of copies 170 equals (they were enclosed to the interim report). The methodical materials were distributed among participants of the training sessions, each Community Learning Center received extra copies to be used to work with young people.

  • “Community Learning Centers. Collection of project results” - a brochure on results of the Action, 200 copies (see Annex 6). The copies of the brochure were distributed among all project participants and among community schools interested in new programmes to involve young people.

  • newsletters “Sotrudnichestvo” (2000 copies). The newsletters were distributed among all project participants and among community schools interested in new programs to involve young people.

 

Continuation of the Action

 

We continue to work with all the schools that participated in the Action. Our trainers visit them regularly to assist with training new young people, planning the activities of the Community Learning Centers, monitoring, for example Berezovskaya School. We see that the level of activity of the Community Learning Centers differs from center to center, some are very active in involving young people in civic activities and organizing various community-based learning opportunities, others focus on the same group of young people they worked the previous year. Our trainers analyze every situation and give them advice and support via e-mail, telephone and skype.

 

We also started working with 2 new schools interested in adopting the program: every Monday we provide training for students of the 10th form who will be tutors for the pupils of the 7th form in the School 75 of Krasnoyarsk, there was also the introductory training for young people and teachers in Pervomanskaya School which is greatly interested in the programme as it will give more opportunities to rural children and develop essential life-skills.

 

Education departments and school administrations remain committed to the programme and whenever possible commit institutional and financial resources. Teams of Community Learning Centers in most schools are eager for further development, school coordinators and tutors provide support to young people.

 

Evaluation/Feedback from participants

 

The activities were monitored and evaluated by members of the project team and were analyzed by Project director. We did before/after program surveys, collected the reports of coordinators, feedback forms of training participants, organized focus-groups with teachers and young people, phone interviews with key partners of schools, studied school documents, reports on community mapping, documents on youth project implementation.

 

The survey show that young people participating in the Action became more confident, mastered the leadership, communication and team working skills, planning skills, evaluation skills, now they understand better how to set priorities and find the ways of problem solution. Young people also mastered fundraising skills and know how to establish partnership relations.

87% of young people mentioned that the action assisted them in setting their life goals.

67% of young people participated in volunteering.

74% of young people are members of the youth groups in their schools and involved in civic initiatives.

 

Lessons learned

 

ContinYou has learned more about education system in Russia and the priorities for teachers and pupils in the city of Krasnoyarsk about training materials used by Polish and Siberian colleagues. Details of this project are cited on the International Center of Excellence for Community Schools, a new, international organization established by ContinYou.

 

Edukator reported that the participation in activities conducted by trainers from partner organizations was an interesting and valuable experience. There are many new ideas, worth transferring to Poland. The organization has learnt new methods of working. Owing to the joint work representatives of the organization had the possibility to observe how Russian and English organizations work, received some information about the projects they realize. What is even more important – the idea of continuation and even wider cooperation in the future appeared during the project implementation.

 

New approaches have been brought to this project by foreign partners encompassing: social inclusion, safeguarding children and community mapping. This work was incorporated into the training materials and was disseminated thought the network of 18 Community School resource centres and Siberian community schools.

Проект, направленный на развитие жизненных навыков молодежи через проектную деятельность, получил свое развитие в МБОУ СОШ №163 г. Зеленогорска.

 

2 и 3 декабря в МОУ «Березовская СОШ» п. Канифольный Нижнеингашского района были гости, представители КРМОО Центр «Сотрудничество» из города Красноярска. Пригласили их для проведения стартовых тренингов по продвижению программы «Центр социального менеджмента» в сельской школе.

МОУ СОШ №75 г. Красноярска включилась в международный проект «Центры социального менеджмента» только в этом учебном году. Побывав на фестивале школьных команд в сентябре 2010г., команда школы активно проявила себя во всех формах работы, добросовестно участвовала в мастер-классах и в командных соревнованиях и заслуженно стала победителем конкурса в номинации «Дебют». Яркий старт!

С 22 по 26 сентября 2010 г. на базе отдыха «Бузим» в с. Сухобузимо состоялся Фестиваль школьных команд в рамках проекта «Центры социального менеджмента», финансируемого Европейским Союзом.
В Фестивале приняли участие 16 школьных команд из образовательных учреждений г.Красноярска и Красноярского края (г.Железногорск, Нижнеингашский, Первоманский, Ужурский,  Шушенский и Казачинский районы). В их числе 3 школы – гости Фестиваля: МОУ СОШ №149, МОУ СОШ №75 и МОУ «Первоманская СОШ».

В рамках проекта «Центры социального менеджмента» с 28 по 30 июня 2010г. в гостеприимном городе Чебоксары успешно прошла стажировка школьных команд Красноярского края.

Участниками стали победители конкурсного отбора на стажировку - школьные команды Красноярского края (педагоги и учащиеся) МОУ «Златоруновская СОШ», МОУ «Березовская СОШ», МОУ «Шушенская СОШ №1», МОУ «ОУ Гимназия №91», г. Железногорск, МОУ «СОШ №90», г. Красноярск.

Цель стажировки - обмен опытом между школами–участницами проекта «Центры социального менеджмента» и учащимися и педагогами г. Чебоксары в области добровольчества, приобретенного опыта работы в добровольческой команде, технологий работы с молодежью.

Подведены итоги конкурса среди школ-участниц проекта «Центры социального менеджмента» на учвастие в стажировке. Во внимание принимались результаты работы команд на протяжении всего проекта - с сентября 2009 по май 2010.

Мы рады пригласить на стажировку команды из 5 образовательных учреждений Красноярского края:

- МОУ «Златоруновская СОШ», Ужурский район

- МОУ «Березовская СОШ», Нижнеингашский район

- МОУ Гимназия №91, г.Железногорск

- МОУ «Шушенская СОШ №1», Шушенский район

- МОУ СОШ №90, г.Красноярск

Всего в стажировке примут участие 18 человек: 16 человек из школ и 2 сотрудника КРМОО Центра «Сотрудничества». Мы поедем в гости к общественно-активным школам г.Чебоксары (Республика Чувашия) с 27 июня по 2 июля.

dsc06556С 26 февраля по 1 марта 2010 в г.Красноярске состоялась третья тренинговая сессия для координаторов, которые проходят подготовку по программе «Центры социального менеджмента».

28 педагогов из 14 школ г.Красноярска и Красноярского края не только получили возможность поделиться с коллегами опытом и достижениями своих проектных команд, но и обсудить те трудности/сложности, с которыми они столкнулись во время реализации проектов.

14 – 18 декабря 2009 года 14 школьных команд образовательных учреждений г.Красноярска и Красноярского края встретились на второй тренинговой сессии в рамках проекта «Центры социального менеджмента».

Задумывался ли ты, в чем для тебя заключается успех? Что происходит вокруг тебя в твоем сообществе? Зачем надо быть активным? Какие примеры социальных проектов знаешь из своего опыта, в чем их ценность? Что надо делать, чтобы команда работала эффективно? Какие методы сбора информации можно использовать, чтобы создать карту своего сообщества?

Ответы на эти и многие другие вопросы искали 14 школьных команд на первой тренинговой сессии по проекту «Центры социального менеджмента». Сессия прошла с 25 по 29 сентября на базе отдыха «Бузим», г.Красноярск.

В рамках проекта «Центры социального менеджмента» в г.Красноярске 14 – 18 июня 2009 года состоялся четырехдневный семинар для координаторов из 12 образовательных учреждений г.Красноярска и Красноярского края (список школ-участниц проекта можно посмотреть здесь).
Участники обсудили эффекты/выгоды, которые школа может получить в результате реализации программы «Центры социального менеджмента», рассмотрели такой метод как «обучение на базе сообщества», спланировали шаги по внедрению программы в школах.
